The 34 Estates Approved for Destruction By Sadiq Khan Despite Promising No More Demolitions Without Residents’ Ballots

Anyone paying any attention to the sordid story of council estate demolitions in London will know how hard it is to take politicians seriously — and especially Labour politicians — when it comes to telling the truth about their actions and their intentions.

Perfectly sound estates are deliberately run down, so that councils can then claim that it’s too expensive to refurbish them, and that the only option is to knock them down and build new ones — with their developer friends who are conveniently waiting in the wings.

In addition, a collection of further lies are also disseminated, which divert attention from the fundamental injustice of the alleged justification for demolitions — false claims that the new housing will be “affordable”, when it isn’t; that part-ownership deals are worthwhile, when they are not; and that building new properties with private developers will reduce council waiting lists, when it won’t. There was great news on Tuesday, as Claire Kober, the Labour leader of Haringey Council, announced her resignation, explaining that she will not be standing in May’s elections. Kober — and her close associates, like Alan Strickland, Cabinet Member for Regeneration and Housing — had imperiously decided to hand over all of Haringey’s social housing to the predatory international developer Lendlease, in what was laughingly described as a 50:50 partnership. Lendlease, however, has all the money, and what was intended to happen, via the £2bn deal for Haringey, was a large-scale version of what Southwark Council arranged for Lendlease at the Heygate Estate in Walworth: the destruction of council estates and their replacement with private developments for sale, or for rent at unaffordable prices.

At the Heygate, as I explained in an article last September, 1,034 homes, housing around 3,000 people, were demolished, most of which were socially rented, costing around 30% of market rents. 2,704 new homes are being built on the Heygate’s replacement, Elephant Park, but only 82 of those will be for social rent, with the rest laughably described as “affordable” in the biggest scam in the developers’ current lexicon. “Affordable” rents were set at 80% of market rents by Boris Johnson, in his miserable tenure as London’s Mayor, but that is actually unaffordable for the majority of hard-working Londoners.

As Aditya Chakrabortty of the Guardian explained when describing the Haringey proposal, known as the Haringey Development Vehicle (HDV), in July, “Haringey plans to stuff family homes, school buildings, its biggest library and much more into a giant private fund worth £2bn. It’s the largest scheme of its kind — ‘unprecedented’, in the words of backbench councillors. Together with a property developer, it will tear down whole streets of publicly owned buildings and replace them with a shiny town centre and 6,400 homes.” Read the rest of this entry »

Following the Successful World Premiere of ‘Concrete Soldiers UK’ at the Cinema Museum, the Next Screening is at Deptford Cinema on Dec. 18

A poster for the launch of 'Concrete Soldiers UK', at the Cinema Museum in Kennington on December 8, 2017.Last Friday a new and timely documentary film that I narrated, ‘Concrete Soldiers UK’, had its world premiere at the Cinema Museum in Kennington, London SE11, showing to a full house of over 150 people, with pre-screening performances from beatboxer Bellatrix and spoke word artist Potent Whisper. The film was directed by Nikita Woolfe, and is the result of three years’ work. As she says, “Three years ago I was looking at all the new developments in London and was surprised to see how much of the construction happened on old council estate land. I started wondering why the councils wanted to sell off their valuable assets and whether there were alternatives. That’s how ‘Concrete Soldiers UK’ began. Three years later and ‘Concrete Soldiers UK’ is not only answering my questions but it has also become a film about the fighting spirit that I encountered on the way.”

The next screening is at Deptford Cinema on Monday December 18, at 7.30pm, followed by a Q&A with me and with representatives of estates and community spaces threatened with destruction in the borough of Lewisham — Old Tidemill Garden and Reginald Road in Deptford, and Achilles Street in New Cross — under the ‘No Social Cleansing in Lewisham’ umbrella term that I came up with in October, and which has so far spawned a benefit gig and a Facebook page.

How People Power Is Stopping Social Cleansing in Haringey

The struggle against social cleansing in the UK is a huge struggle, as councils enter into disgraceful deals with private developers, housing estates are destroyed, and tenants and leaseholders dispossessed, and victories often appear elusive.

As a result, what is happening in Haringey, in north London, is inspirational, as local activists have been working to successfully ensure that councillors who support the council’s social cleansing proposals — involving the creation of the Haringey Development Vehicle (HDV), a £2bn deal with a private developer — are de-selected prior to the council elections next May, and are being replaced with candidates who oppose the plans. See this page on the Stop HDV website for the extraordinary story of how, at the time of writing, there are now 36 Labour candidates who oppose the HDV, and only seven who support it.

The threat in Haringey is more severe than anywhere else in London, as the Labour council’s deal, with Lendlease, the Australian-based international housing developer, would involve all of Haringey’s council housing being transferred to the HDV. Even before an agreement is in place, plans have been announced for estates to be destroyed, and it is not scaremongering to suggest that the destruction and social cleansing, if it is not stopped, will be on a scale that has never been seen before in the UK. ‘No Social Cleansing in Lewisham’: After Success of Gig in Deptford on Nov. 12, Campaigners Plan to Stage Events in Other Boroughs

It was hard to move in the legendary music pub The Birds Nest in Deptford on Sunday night. I’d arranged a benefit gig there — also intended as a consciousness-raising event, and an opportunity for all kinds of different campaigners to meet — under the umbrella heading, ‘No Social Cleansing in Lewisham’, and it had proved to be so popular that the place was rammed, with sets from the acclaimed spoken word artist Potent Whisper, my band The Four Fathers, playing punky political rock and roots reggae, the theatrical singalong politics of the Commie Faggots, the talented Southwark-based rapper Asher Baker, Deptford spoken word artist Agman Gora passionately tackling current crises, the massed voices of the Strawberry Thieves Socialist Choir, and the ukulele-wielding women of Ukadelix, with their wonderful vocal harmonies. I organised the event because I’d become aware that the plague of modern London — social cleansing by, predominantly, Labour boroughs — was starting to make its baleful presence felt in the borough of Lewisham, where I live, in south east London. This is not to say that Lewisham had previously been impervious to this greedy, class-based curse. The monstrous Lewisham Gateway development in the heart of the borough had begun with the destruction of a council estate, the Sundermead Estate, and the council is also currently involved in the long-running destruction of two estates on the border with Greenwich, Heathside and the wonderfully Brutalist Lethbridge Estate (which I’ll need to write about soon, as I can find absolutely no criticism of the estate’s destruction online, and very few photos), as well as demolishing the extraordinary Excalibur Estate of post-war prefabs high in the back streets of Catford.

Lewisham’s biggest imminent project is the redevelopment of Convoys Wharf, a historically significant wharf on Deptford’s shoreline. This insulting effort to recreate Dubai at the end of Deptford High Street on the site of Henry VIII’s great dockyard is profoundly disappointing, but it doesn’t involve the destruction of people’s homes, whereas Southwark Council, at the Heygate Estate, working with the Australian-based international property developer Lendlease, has destroyed an estate of 1,034 socially rented homes, replacing them with 2,704 new homes, but with only 82 for social rent, and is currently undertaking similar destruction on the Aylesbury Estate, one of Europe’s biggest council estates, with Notting Hill Homes, a former social housing provider that has eagerly responded to government cuts by becoming an enthusiastic private developer. Tottenham Housing Campaigners Seek a Judicial Review to Save Their Homes from a Rapacious Labour Council and the Predatory Developer Lendlease

Yesterday, an important court case began in the High Court in London — an application, by 73-year old Tottenham resident Gordon Peters, for a judicial review of the legality of Haringey Council’s intention to enter into a £2bn partnership with the Australian-based international housing developer Lendlease that is deeply troubling on its own terms, as well as — if it goes ahead — having disturbing ramifications for the future of social housing throughout the entire country.

As Aditya Chakrabortty described Gordon Peters’ claim in a powerful article for the Guardian yesterday, ‘A Labour council attacking its own people? This is regeneration gone bad,’ “Aspects of his claim for a judicial review sound local and technical – but the fight itself is national and totemic. His case is being watched by the construction industry, by councils across the country and by Jeremy Corbyn’s team. Anyone who cares about the future of social housing, or what happens to London, or to local democracy, should root for Peters – not least for his bravery in placing himself squarely before a juggernaut.”

Chakrabortty added, “That juggernaut is the Haringey Development Vehicle, a scheme by the zombie Blairites running the north London borough to shove family homes, school buildings and libraries into a giant private fund worth £2bn. Its partner is the multinational Lendlease, which will now exercise joint control over a large part of Haringey’s housing and regeneration strategy. This is the plan Peters and many others want stopped. The 25-year deal is unprecedented in size and scale. It is breathtaking in its risks. And for many its consequences will be dreadful, including for their relatives and friends.” Read the rest of this entry »

Social Cleansing and the Destruction of Council Estates Exposed at Screening of ‘Dispossession’ by Endangered New Cross Residents

On Saturday, I went to the New Cross Learning Centre — a community-run former library in New Cross — for a screening of ‘Dispossession: The Great Social Housing Swindle’, a new documentary about Britain’s housing crisis directed by Paul Sng, who is from New Cross (and is the director of ‘Sleaford Mods: Invisible Britain’). The screening was organised by the residents of the Achilles Street area, whose homes are threatened by Lewisham Council, which wants to knock them all down, and build shiny new replacements. The area affected runs between New Cross Road and Fordham Park (from south to north), and between Clifton Rise and Pagnell Street (from west to east), and there are 87 homes (with 33 leaseholders), and around 20 businesses (along New Cross Road and down Clifton Rise).

Lewisham Council claims, in its most recent consultation document, from February this year, that “[a]ll current council tenants who wish to stay in the new development will be able to do so with the same rent levels and tenancy conditions that they have today,” and that “[a]ny resident leaseholder who wishes to will be able to remain in home ownership on the new development.”

This sounds reassuring, but the recent history of regeneration projects — both in London and elsewhere in the country — is that councils and developers lie to tenants and leaseholders, to get them to agree to regeneration under terms that are not then honoured. Instead, tenants are evicted and their homes demolished, and they never get to return, and leaseholders are offered derisory amounts for the homes that, ironically, they bought under Margaret Thatcher’s Right to Buy policy, which is insufficient for them to buy a replacement property in the area, leading to their exodus in addition to that of the former tenants. Haringey and the Wholesale Social Cleansing of London: Thousands of Social Tenants to Be Removed Via Estate Regeneration

I was so busy last week with Guantánamo-related business (on and around US Independence Day) and activities involving my band The Four Fathers that I didn’t have time to devote to a truly scandalous development that took place last Monday — the decision, by councillors in the London borough of Haringey, to go into a 50:50 partnership with a private developer in connection with the future of its properties, including all its social housing, on the explicit understanding that it will demolish huge swathes of that housing and that those kicked out of their homes — their homes, not “units” or properties that don’t count as homes because those living in them don’t own them — will very probably not be able to return to the area, or even to carry on living in London at all.

In a powerful article in the Guardian last Monday, Aditya Chakrabortty captured the full disgrace of this social cleansing, focusing on how those in power treat those whose housing is in their control — with contempt, “[t]he condition of being held worthless,” as he pointed out.

Explaining that “[c]ontempt is the thread that runs through much of the worst barbarism in today’s Britain,” Chakrabortty began, inevitably and appropriately, by discussing the Grenfell Tower inferno on June 14, when a still untold number of people were killed in an entirely preventable disaster, noting that one Grenfell campaigner told the Financial Times, “It was not that we stayed silent, but that they never responded. It was not just that they ignored us, but that they viewed us with contempt.” Read the rest of this entry »

Surprise as Tories Judge that Compulsory Purchases for the Regeneration of Southwark’s Aylesbury Estate Breach Leaseholders’ Human Rights

The article was about the Aylesbury Estate in Walworth, south east London, one of the largest estates in western Europe, built between 1967 and 1977. Labour-held Southwark Council is in the process of destroying the estate, replacing it with new, privately-funded housing in which genuinely affordable flats will be almost non-existent, and ensuring that many of the estate’s residents are socially cleansed out of London — or at least have to move to less desirable boroughs than Southwark.

At the Aylesbury, the council is working with Notting Hill Housing, a former social homebuilder that has enthusiastically embraced the drive towards building private housing and offering unhelpful — and not genuinely affordable — part-rent, part-buy options for former social renters that has been prompted by government cuts.

Astonishingly, this is the same Southwark Council that engaged in social cleansing at Walworth’s other huge estate, the Heygate, for which they were soundly criticised. The estate was sold for a pittance to the Australian developers Lendlease, who are currently building a monstrous new private estate, Elephant Park, which features no genuinely affordable social housing. The Heygate’s tenants, meanwhile, have ended up scattered across south east London, Kent and beyond, as the graph below shows. Read the rest of this entry »

London’s Housing Crisis: Please Support the Sweets Way Tenants Facing Eviction in Barnet

London’s housing crisis is something that preoccupies me on a daily basis, although I don’t get to write about it anywhere near as much as I’d like. As a social housing tenant who has lived in London for 30 years, I can say that, since the Tory-led government came to power five years ago, I have never felt as vulnerable or as demeaned, and I have watched aghast as the current housing bubble has driven house prices beyond the reach of most families — and, perhaps more crucially, has also driven rents to levels never seen before.

With rents and mortgages easily reaching £15,000 or £20,000 a year, matching the median income in London, it is understandable why so many hard-working people are now paying out so much for a roof over their heads that they have little left over for their own enjoyment (and crucially, to put into the wider economy), or cannot make ends meet and are obliged to use food banks, or are having to leave London entirely.

In addition, for many social tenants, life is increasingly insecure, as cash-strapped councils claim that they are unable to afford the maintenance on aging estates, and, as a result, sell the land to developers to build new estates, from which existing tenants are priced out, replaced by foreign investors and relatively wealthy British buyers. These developments are supposed to include “affordable” social housing, but more often than not whatever social component exists is actually unaffordable for most workers, because, in September 2013, London’s Mayor, Boris Johnson, set affordable rents at 80 percent of market rents.
