Thanks for the explanation. All makes sense to me. Certainly Cheney&#039;s been doing the rounds in an attempt to justify his version of history -- which, amazingly, does involve keeping Guantanamo open forever, and only trying &quot;high-value detainees&quot; in kangaroo courts. I&#039;d been looking at this more in isolation (i.e. that he doesn&#039;t want a prosecutor set on him), but it makes sense that he&#039;s also representing other interested (and scared) parties who don&#039;t want the sunlight illuminating their crimes.</description>
